Corruption In Argentina: The Santa Cruz Scandal

According to Transparency International, a global coalition against corruption, corruption is a major threat facing humanity. Corruption destroys lives and communities, and undermines countries and institutions. It generates popular anger that threatens to further destabilize societies and exacerbate violent conflicts.
Every year Transparency International’s Corruption Perceptions Index ranks countries and territories based on how corrupt their public sector is perceived to be. The Corruption Perceptions Index of 2012 ranked Argentina as joint 102nd least corrupt, alongside Gabon and Tanzania, out of 176 countries and territories included in the index. As a comparison, Argentina’s neighbors Chile and Brazil ranked 20th and 69th respectively. The top ranked (least corrupt) countries were Denmark, Finland and New Zealand.
For the last ten years Argentina has been ruled by the Kirchner Family. Néstor Kirchner became president in May 2003 and ruled for four years until his wife, Cristina Fernández de Kirchner, replaced him as president in December 2007. Néstor Kirchner died on 27 October 2010 from a heart attack.
Nestor-CristinaBefore becoming President Néstor Kirchner was the governor of a province named Santa Cruz for 12 years, between 1991 and 2003. Santa Cruz, located in the south of the country, is remote and sparsely populated, but rich in oil and gas. During his time in Santa Cruz, Mr. Kirchner developed a tight network of trusted friends, many he took with him to Buenos Aires when he became President where they were dubbed “the penguins”.
In 1992, Governor Néstor Kirchner and then Provincial Deputy Cristina Kirchner intensely and successfully lobbied President Carlos Menem to sell the state oil company YPF. As a reward, in 1993, the federal government paid Santa Cruz Province $654 million (US) in long-outstanding royalties owed by YPF.
Once the funds reached Santa Cruz, and changed from federal funds into provincial funds, Mr. Kirchner immediately expatriated them. Ever since then little is known about what happened to the funds.
Adrian Salbuchi, known for speaking and writing about geopolitics, international relations, political power structures and financial globalization, claims in an RT article that the funds passed through several tax havens including the Cayman Islands. In the article he also mentions that when Néstor Kirchner became President in 2003, he admitted that the funds were deposited with global mega-banks Morgan Stanley in Luxembourg, and UBS and Crédit Suisse in Switzerland; two tax havens known for their strict banking secrecy.
The only legal repercussions from the scandal took place in May 2004 when a civil lawsuit was filed against Néstor Kirchner and his helpers in a Buenos Aires District Federal Economic Crimes Court. Sadly, in July 2005 the case was closed declaring Kirchner and his helpers innocent of any wrongdoing. The decision comes as no surprise when one considers that the judge during the lawsuit was Santiago Maria Losada; Kirchner’s nephew-in-law.
In April 2013 an Argentine TV program, Periodismo Para Todos presented by Jorge Lanata, broadcasted a series concerning a businessman called Lazaro Báez in a multi-million dollar corruption scandal.

Over the last two decades Lazaro Báez has risen from an obscure bank cashier in Santa Cruz to the main public works contractor of Santa Cruz and neighboring provinces after having absorbed the competition. His vast business empire includes interests in the fields of construction, the media and oil exploitation.
Clarin, who owns the TV channel the show aired on, identifies Báez as an “intimate friend” of Nestor Kirchner. Clarin’s allegation has firm roots when the following is considered.
In 2007 Báez purchased a dozen large estates in Santa Cruz which he paid for in cash for a total of $28 million (US). It is alleged that Báez had insider information concerning the land he had purchased as the province intended to expropriate some of the land to build dams for hydroelectric plants. Coincidently, one of Báez’s companies was chosen to build the dams.
Jorge Lanata’s program showed hidden camera footage in which one of Báez ‘s associates, Leonardo Fariñas, admitted to involvement in a money laundering network that handled the proceeds from government corruption, while working for Báez ‘s contractor business.
Leonardo Fariña, working with Báez and the financier Federico Elaskar, sent some $55 million euros belonging to Baez to Switzerland. Elaskar also accused the people working with the businessman of threatening him until he sold his operation, which had been used to carry out the transfers abroad. Fariñá maintained that Néstor Kirchner knew about the operations and that he was Báez’s partner “in everything”.
Later in the TV series Mirima Quiroga, Néstor Kirchner’s private secretary and a very close aid during all his electoral campaigns until he became President, gave testimony of money laundering.
Mirima QuirogaQuiroga declared that ‘bags full of money’ on a weekly basis were received at Government House in Buenos Aires and later flown by Mr. Kirchner’s personal secretary, Daniel Muñoz, to Santa Cruz to be deposited in the vaults especially constructed in the family’s mansion. The money-bag traffic was ‘once or twice’ a week and bills were not counted, “they were calculated by their weight’, according to what Muñoz told Quiroga.
So far, there has been no official reply to the allegations, but a few coarse statements from President Cristina Fernandez’s supporters who claim it is all a political ploy in an electoral year, sponsored by the Clarin media group.
If Clarin’s revelations are true and Néstor Kirchner had links with money laundering the case may revive the unresolved controversy over the source of the Kirchners’ vast personal fortune. President Cristina Fernandez’s tax office records from 2003 declared that she was worth $7 million (ARG pesos), in 2011, tax records declared she was worth $70 million pesos.

Bolivian President to Sue US Govt for Crimes Against Humanity

Bolivian President Evo Morales will file a lawsuit against the US government for crimes against humanity. He has decried the US for its intimidation tactics and fear-mongering after the Venezuelan presidential jet was blocked from entering US airspace.
“I would like to announce that we are preparing a lawsuit against Barack Obama to condemn him for crimes against humanity,” said President Morales at a press conference in the Bolivian city of Santa Cruz. He branded the US president as a “criminal” who violates international law. 
In solidarity with Venezuela, Bolivia will begin preparing a lawsuit against the US head of state to be taken to the international court. Furthermore, Morales has called an emergency meeting of the Community of Latin American and Caribbean States (CELAC) to discuss what has been condemned by Venezuela as “an act of intimidation by North American imperialism.” 
The Bolivian president has suggested that the members of CELAC withdraw their ambassadors from the US to send a message to the Obama Administration. As an additional measure he will call on the member nations of the Bolivarian Alliance for the Americas to boycott the next meeting of the UN. Members of the Alliance include Antigua and Barbuda, Cuba, Dominica, Ecuador, Nicaragua, Venezuela and Saint Lucia.

“The US cannot be allowed to continue with its policy of intimidation and blockading presidential flights,”
stressed Morales.

The Venezuelan government announced on Thursday that President Nicolas Maduro’s plane had been denied entry into Puerto Rican (US) airspace.

“We have received the information from American officials that we have been denied travel over its airspace,” Venezuelan Foreign Minister Elias Jaua said, speaking to reporters during an official meeting with his South African counterpart. Jaua decried the move “as yet another act of aggression on the part of North American imperialism against the government of the Bolivarian Republic.”

President Maduro was due to arrive in Beijing this weekend for bilateral talks with the Chinese government. Jaua was adamant that the Venezuelan leader would reach his destination, regardless of any perceived interference.

The US government has not yet made any statement regarding the closing of its airspace to the Venezuelan presidential plane. Puerto Rico is an unincorporated territory of the US. 

Relations on the rocks

Washington’s relations with Latin America have deteriorated since the beginning of the year following the aerial blockade that forced Bolivian President Evo Morales’ plane to land in Austria in July. Several EU countries closed their airspace to the presidential jet because of suspicions that former CIA employee Edward Snowden - wanted in the US on espionage charges - was on board. Bolivia alleged that the US was behind the aerial blockade.

In response to the incident, Latin American leaders joined together in condemnation of what they described as “neo-colonial intimidation.”

Later in the year, the revelations on the US’ global spy network released by Edward Snowden did little to improve relations. Leaked wires revealed that the National Security Agency (NSA) had monitored the private communications of both the Brazilian and Mexican presidents.

The Brazilian government denounced the NSA surveillance as “impermissible and unacceptable,” and a violation of Brazilian sovereignty. As a result of US spying Brazilian President Dilma Rousseff haspostponed a state visit to Washington in October.

Seventy-eight children in custody of the Oklahoma Department of Human Services are missing.
Thirty-eight of them have been missing for more than three months.

“That is ridiculous,” said Michelle Zettee, of Midwest City, a former volunteer with the Court Appointed Special Advocate (CASA) program. “There needs to be some accountability here … When DHS has a child removed from his or her parents — especially when the reason for the removal stems from allegations of neglect rather than abuse — I feel that DHS should have as much responsibility to provide adequate supervision and ensure the child’s safety as they are attempting to require from the child’s parents.”

Program administrators believe these children are runaways.
"Our system is broken. The Department of Human Services is a mess. It's terrible for kids.We still have children dying. We still have children being moved around. The more we ignore the reality of this, our children are going to pay." said Rep. Richard Morrissette, D-Oklahoma City, a frequent critic of DHS who has called for the agency to be broken up into three separate parts to better focus its resources on children and families.
Other state child protective organizations are not without fault. According to USA Today, "All 50 states have failed to comply fully with federal child-welfare standards designed to protect kids from abuse and neglect, according to reviews (held) since 2002 by the U.S. Department of Health and Human Services."
Much of this is due to minimal training and overworked social workers who are poorly compensated. The California state child protective services organizationis under investigation. Another website provides information on the number of children killed while in the foster system, with states just not keeping track of runaways.
Sadly, many runaways tend to become victims of human trafficking and prostitution. A recent case in point is a 16 year old girl who ran away from an Albany juvenile facility and was considered “fresh meat” before she left the bus station. She fell victim to a sex trafficking ring that forced her into prostitution and turned her into a heroin addict.
government study indicates the majority of female runaways are approached within 48 hours of running away, by sex traffickers. Below is an excerpt from that study.
Researchers have found that the majority of prostituted women had been runaways; for example, 96 percent in San Francisco (Silbert & Pines, 1982), 72 percent in Boston (Norton-Hawk, 2002) and 56 percent in Chicago (Raphael & Shapiro, 2002). Among prostituted youth (both boys and girls), up to 77 percent report having run away at least once (Seng, 1989). Experts have reported that within 48 hours of running away, an adolescent is likely to be approached to participate in prostitution or another form of commercial sexual exploitation (Spangenberg, 2001); however, no definitive published research substantiates this claim.
Sadly, many runaways have been throw away children, where parents have pushed them out of the house for one reason or another. In most cases, these children have been abused.

On Friday, July 19, on the House floor, Majority Leader Eric Cantor pulled Representative Justin Amash aside, ushering him into a meeting with whip Kevin McCarthy and three of Amash’s congressional allies.
Cantor pressed Amash to withdraw his amendment to stop the National Security Agency from collecting logs of every American’s phone calls and said he would work to provide a vote on the issue in a future bill.
But several of Cantor’s top aides, who were also present, gave what Amash thought was a more threatening overture: There’s bound to be a procedural technicality we can use to kill the amendment, they said, and we’re going to find it.
The meeting, which has not been previously reported, underscores the efforts of some in House leadership to stop the proposal, which was offered as an amendment to the Department of Defense appropriations bill, from coming to a vote, according to documents reviewed by National Review and to interviews with participants.The amendment had already been through the procedural wringer, with the House parliamentarian’s office giving an initial approval that it was “in order” to change its mind only as outside parties, including GOP leadership, weighed in.
Indeed, prior to an all-important Rules Committee meeting that would decide whether the amendment ever got to see the light of day, the measure was headed for a premature death.
It was Speaker John Boehner who ultimately saved it, giving the amendment the green light after discussing it for the first time with Amash on the House floor on Monday night — minutes before the Rules Committee had been slated to kill it.
Boehner never told Amash why he would give the Michigan Republican, of all people, the privilege of the vote. Amash had helped lead a failed coup attempt against the speaker in January, and Boehner was so deeply opposed to the amendment he took the rare step of voting against it. (By tradition, the speaker doesn’t usually vote.)
But one animated and colorful conversation later, the amendment was en route to the House floor, prompting panic from its opponents on the House Intelligence Committee, who later that night announced an emergency classified briefing with General Keith Alexander, the NSA director, the next day.
The vote, once it was finally permitted, exposed a large bipartisan coalition with concerns about the NSA’s aggressive use of the Patriot Act to collect vast amounts of “metadata” from phone companies.
Despite President Obama’s pleas to vote against the amendment, 111 House Democrats — 55 percent of the caucus — voted for the amendment. Over 80 percent of the Progressive Caucus backed the proposal, which was cosponsored by Representative John Conyers, the top Democrat on the Judiciary Committee.
Alexander, the NSA chief, was forced to personally lobby members, calling their cell phones and opening with a joke that, yes, he already had their number.
But the final tally, 217–205 against, also showed the resilience of the intelligence establishment. Tuesday morning, as Intelligence Committee chairman Mike Rogers of Michigan surveyed his task ahead, it was daunting: According to an internal tally, over 300 members had issued public statements of concern about the NSA’s data-collection program, which was first revealed by NSA whistleblower Edward Snowden in early June.
Amash first began working on the amendment the first week of July, asking his deputy chief of staff, Will Adams, to work up some language they could use to stop the mass collection of phone records while leaving the government’s other authorities intact.
Aides to Conyers, who with Amash had cosponsored a bill on the issue a month earlier, caught wind of the effort and quickly signed on. Soon Representative Thomas Massie of Kentucky, a fellow libertarian Republican and one of Amash’s top allies, and Representative Jared Polis, a liberal Democrat from Colorado, had joined as well. Another young conservative firebrand, Representative Mick Mulvaney of South Carolina, joined soon after.
Amash’s staff began working with experts from the Congressional Research Service, Congress’s in-house think tank, to craft an amendment that would address the issue and stay within the lines of House rules that govern which types of amendments can be considered on certain types of bills — in this case an appropriations, or spending, bill.
The referee for those kinds of questions is the House parliamentarian’s office, where nonpartisan lawyers decide what to allow based on 224 years of precedent found in 28 bound volumes. The parliamentarian’s office, or “parls,” in congressional-aide vernacular, is so inside-baseball that even the vast majority of aides and Capitol Hill reporters never really think about or discuss its role in the process.
But, in the case of the Amash amendment, the parliamentarian’s office turned out to be a major battlefield — and the means its enemies used to try to kill it.
On July 16, the parliamentarian’s office gave its initial preliminary approval, ruling that Amash’s amendment was “in order.” About 24 hours later, that decision had changed. Amash’s aide Adams was told that outside parties had weighed in and raised previously unforeseen procedural arguments against the amendment.
Amash’s office worked with the CRS expert and Rules Committee staff, who appear to have been a neutral force throughout the debate, to rewrite the amendment.
From this process, two competing narratives have emerged. In one, leadership is bending backward to help Amash’s amendment come to the floor. In the other, plugged-in aides kept throwing up constant roadblocks to try to suppress the amendment.

The night of the vote, Politico first reported on the leadership view, quoting a Republican who said GOP leadership had been “twisting ourselves in knots for a week trying to craft language that was germane and got at the issue.”

Main Core: A List Of Millions Of Americans That Will Be Subject To Detention During Martial Law
